authorized the Environmental Protection Agency (EPA) to develop a hazardous waste management system, including plans for the handling and storage of wastes and the licensing of treatment and disposal facilities. The states were required to implement the plans under authorized grants from the EPA. The Act generally encouraged “cradle to grave” management of certain products and emphasized the need for recycling and conservation.
